China's 2025–2026 export control expansion represents the most significant use of mineral resources as a geopolitical weapon since the 2010 rare earth embargo against Japan. The controls now cover an expanded list of elements including samarium, gadolinium, lutetium, europium, and ytterbium, under a non-automatic licensing system that allows Beijing to adjust market access based on geopolitical priorities in real time.

The Dual-Tier Framework

The export control architecture operates through a dual-tier framework that gives Beijing extraordinary granularity of control. Fixed whitelists limit exports to just 15 firms for tungsten, 11 for antimony, and 44 for silver. Even firms on these whitelists require individual shipment licenses with nominal 45-day review periods that routinely extend indefinitely — creating a rolling embargo that Beijing can calibrate without ever formally declaring one.

The impact has been immediate and severe. Antimony prices have spiked sixfold from pre-control levels. Licensing approval rates for European manufacturers have dropped below 25%, effectively cutting off reliable supply for defense, automotive, and electronics sectors. Multiple European firms report that license applications submitted in early 2026 remain unanswered, with no timeline for resolution.

Strategic Leverage Points

China's dominance in critical mineral processing gives it enormous leverage. The country controls approximately 90% of global rare earth processing capacity, 80% of tungsten refining, and 60% of antimony production. Even minerals mined in Australia, the DRC, or South America typically flow through Chinese processing facilities before reaching end-use manufacturers.

The controls are explicitly targeting the U.S. defense industrial base. Rare earth permanent magnets are essential components in precision-guided munitions, jet engines, satellite systems, and submarine propulsion. The Department of Defense has acknowledged that current stockpiles provide only limited buffer against a sustained supply disruption.

Western Response and Market Implications

The export controls have accelerated several Western countermeasures. The FORGE alliance's $30 billion commitment is the most visible response, but individual companies are also moving. Lynas Rare Earths has accelerated its Malaysian and Australian processing expansions. MP Materials is ramping U.S.-based magnet production. And the EU's Critical Raw Materials Act is fast-tracking permitting for domestic mining and recycling projects.

However, industry analysts warn that meaningful diversification will take 5–7 years at minimum. In the near term, Western manufacturers face a structural supply deficit that no amount of diplomatic activity can bridge. For data center operators, the implications are direct: rare earths are critical inputs for the permanent magnets in hard drives, electric motors, and power electronics — and price volatility in these materials flows through to infrastructure costs.
